What is Traffic Incident Management (TIM)?

“Traffic Incident Management (TIM) consists of a planned and coordinated multi-disciplinary process to detect, respond to, and clear traffic incidents so that traffic flow may be restored as safely and quickly as possible. Effective TIM reduces the duration and impacts of traffic incidents; improves the safety of emergency responders, crash victims, and motorists; and reduces the frequency of secondary crashes.”

Nationally, it is estimated that as much as half of all roadway congestion is the result of wrecks, disabled vehicles, work zones, and weather. Effective TIM helps responders to better address non-recurring congestion through training, coordination, communication and cooperation. Safe, quick clearance of incidents shortens the duration of the Federal Highway Administration’s TIM Timeline, which saves lives and further reduces the risk of serious injuries, including those resulting from secondary wrecks.

How does the Coalition promote TIM in Utah?

Our recurring TIM Coalition meetings serve as a multi-disciplinary forum for open discussions, collaborative learning and networking for all responders with a unified focus on safe, quick clearance initiatives. We use this time to conduct (After Action Reviews) debriefings of relevant recent incidents, share TIM-focused presentations from fellow responders and update attendees on new and noteworthy TIM policies and procedures.

Beyond the Coalition gatherings, we offer free training using the nationally deployed Strategic Highway Research Program 2 (SHRP2) TIM program developed by the Federal Highway Administration. This four-hour block focuses on communication, collaboration and coordination through better understanding of the roles and responsibilities of each response discipline. Participants will receive a Utah-specific version of the SHRP2 course and earn continuing education credits as well as certification upon completion. This course is offered free of charge statewide where host agencies agree to meet minimum attendance requirements.

Other TIM-focused Coalition efforts:

  • Assisting with updates to TIM policies, plans and procedures
  • Supporting data-gathering initiatives to develop more accurate TIM performance measures
  • Participating in multi-disciplinary conferences, summits and training events
  • Supplying information and other TIM support for Utah emergency response agencies
  • Generally promoting greater TIM understanding and participation statewide 
  • Providing annual in person Train the Trainer for FHWA SHRP 2 TIM trainers
